sent out to h/sups are largely a waste of time for things like this. It's easy for us to send out a "useful information" email intended for thousands of users, and a week later, the info has truly gotten through to next to none of them. You may recall a particular issue last year approx where regions were "told" a certain thing, and then 3 months later, all of them said they had not been told. Which means of course, that even though they were, they weren't.

 

Suggest the only way to really reach 100% of users is to get software to force itself on the user at the precise moment that the info is relevant
