A sample quotation is shown below, and the following sections would seem to be the most immediately relevant.

 

Online rostering

 

·         $239.56 per week for as long as you use the tool, no minimum period applies (equates to $12,500 per year, based on a prior cost buildup exercise and quote to a like organisation with a budget of approx. $X)

·         We anticipate that you will not require enhancements to the system, and will be able to use it 'as is'. Having said that, if you opt for tailoring and additional consulting support, a price guide can be found in terms & conditions.

 

Guide to standard consulting rates for 2010/11

 

·         $140 per hour for tailoring in .Net (online rostering is coded in .Net via our colleagues and suppliers Loop Software).

·         $120 per hour for project management, coding other than .Net and

·         professional consulting.

·         $90 per hour for consultant project support.

·         $40 for administration project support.

 

As discussed in the email below, you would perhaps not require Greenfield rostering, which is $11.9k in the attached, but I can imagine that such a figure would be typical for extras that you may demand, see next paragraph as a guide.

 

The key thing to suggest in closing is that typically, we try not to send price schedules prior to establishing your requirements, though once we have done that, the task becomes quite clear cut. As it turns out, rostering is rarely an off-the-shelf option, if done right, and is better thought about in terms of the rostering modules an org wants and does not want. For example:

 

·         Some orgs like to draw their rosters up in our Excel version RosterCoster.xls at the start of each fortnight and submit these to web ready for staff replacement, some do everything in web;

·         Some want to use our filtering for staff suitability, in addition to staff availability, and some don't;

·         Some want the local Award / staff conditions reflected in our Award Builder, some leave most of that to their own payroll;

·         Some want our support for implementation and training, some largely do this themselves (as long as we orient a key person or persons in the org)

·         Some orgs don't want the app "as is" and ask for an enhancement to deal with some local rostering habit that we've never come across before

·         And so on...

Preamble

 

By 'rostering', we mean 'best practice rostering', which includes rostering business rules, and the identification of discrepancies between actual rosters (i.e. timesheets), planned rosters (i.e. core and posted rosters) and benchmark rosters (org-specific greenfield rosters, which are in turn based on industry-wide benchmarks).

 

In this context, shift patterns and shift replacement habits, while important, are identified as being towards the end of the rostering cycle.

 

Your requirements

 

Our current understanding of your requirements arises from a meeting on 15 July 2010 in YOUR OFFICE between FIRSTNAME LASTNAME, management representatives from ORG X and Damien Ryan-Green of RosterCoster.com, which identified key rostering outcomes that ORG X was seeking, discussed in the following dot points.

 

·          An independent greenfield (ideal, based on service need but not on current practices) review of rostering at ORG X, with an emphasis on reviewing rostering business rules in the context of RosterCoster.com best practice rostering.

·          The establishment of a formal roster review cycle that includes greenfield, core, posted and actual rosters. The cycle would be kickstarted by an initial greenfield roster review, which would be employed to run an initial core roster review.

·          Access for ORG X to online rostering, with an emphasis on short term benefits relating to online availability, and software-driven rostering business rules.

 

Scope

 

Preamble

 

The scope contained in this quotation is basd on a best possible interpretation of your requirements. We would anticipate and expect that some refinement of the scope would occur in the early stages after go-ahead', and that reasonable levels of refinement can be accommodated within quoted prices.

 

RosterCoster.com manages all its projects via its own online project management system which, like our rostering systems, is both sophisticated and simple to use. This quotation was produced by this software, which then, if go ahead is given, converts the quotation into a project plan and controls the project through to completion. (This software is likewise available to interested clients.)

 

Greenfield rostering

 

Greenfield rostering is based on industry-wide standards and the standard RosterCoster.com roster review process.

The design and methodology of this review is kept consistent each time it is carried out, as a guarantee of the integrity of the process and the results. (RosterCoster.com does not compromise this integrity for any organisation, and it is this that gives a review authored by RosterCoster.com integrity as an independent assessment).

 

Specific reference to current rostering practices is excluded from the greenfield exercise. However, recommended strategies for employing greenfield rostering to drive improvements in core, posted and actual performance are included. The actual carrying out of core, posted and actual roster reviews is excluded.

 

We recommend that greenfield rostering is a modelling exercise upstream from operational rostering.

 

Agreement by management and staff alike is not sought when we are creating greenfield rostering models (such agreement would compromise the integrity of the process)

 

Online rostering

 

We recommend that you adapt to online rostering 'as is' or close to 'as

is'.

While we would not make such a recommendation for a generic rostering system, our system was built by the sector for the sector, with large human services organisations spending years and large budgets ensuring that the typical minutia of real rostering in a human services organisation is covered.

 

Having said that, if you need to make enhacements for your specific rostering requirements, where those features have never been brought to our attention in the past, there is capacity for that in our pricing schedule.

 

Background to the project

 

Introduction

 

From our home page: "RosterCoster offers whole of rostering planning and review, from industry-level benchmark rosters and location-specific greenfield rosters through to core and worked rosters. These modules are available as a package, or as add-ons to your current payroll and rostering systems."

 

Greenfield rostering

 

The impetus for projects like this typically do not require significant explanation: few organisations would not benefit from a benchmark document produced by an independent third party that describes the 'ideal' rostering that would be in place were the organisation to 'start from scratch'.

 

The impetus for this specific project is a matter for you, and to a large extent, the aims of the project are enhanced if we as contractors are allowed to come into the exercise 'cold' on this point, in deference to the definition of greenfield rostering.

 

Online rostering

 

A key business case for engaging in online rostering is summarised on our home page at www.RosterCoster.com: "For a significant measurable short term benefit, even as you work on your longer term initiatives, we recommend online availability ... the benefits include a reduced 'ring around', ... reduced costs on shift replacement and improved staff satisfaction and retention. But most importantly, better client outcomes.

 

(Also...) if you do not have an availability system at your staff members' fingertips 24/7, you cannot reasonably expect the staff member to agree to a shift. But if you have online availability, you can."

 

A range of other benefits arise, in particular, in terms of having a tool that will help you drive your rostering business rules and your best practice rostering in general home, but these are summarised under the heading 'greenfield rostering'.

 

We note that even as organisations work to define their business rules in the medium term, guided by those listed in a greenfield rostering exercise, we find that the rollout of online rostering tends to tighten up a number of shift design and shift replacement practices by default.

 

Illogical and Award-breaking shifts, for example, become either impossible (fatal) or flagged as unadvisable (warning).

 

Issues

 

Overview

 

The standard issue arising in all modelling exercises such as the current project is to what extent should staffing groups be consulted with respect to process.

 

Our standard recommendation is that commissioning roster modelling is research, a right reserved by management groups (and others) in general.

 

Further, any seeking of agreement in the content of the final product would compromise the integrity of the process, and count us as recognised independent consultants within the sector out of the process.

 

Having said that, internal marketing (by this we mean marketing, not selling) relating to the commissioning of the project is often a worthwhile idea.

 

Key deliverables

 

Greenfield rostering

 

An independent greenfield review of rostering at ORG X, with an emphasis on reviewing rostering business rules in the context of RosterCoster.com best practice rostering. Presentation is in the form of a formal report, delivered via a formal presentation including question and answer session.

 

The establishment of a formal roster review cycle that includes greenfield, core, posted and actual rosters. The cycle would be kick-started by an initial greenfield roster review, which is intended to be used by the organisation to run an initial core roster review, as a launching pad to a regular and as required (based on changing need) roster reviews.

 

Online rostering

 

Access for ORG X to online rostering, with an emphasis on short term benefits relating to online availability, and software-driven rostering business rules.

 

Implementation support amounting to 40 hours, including project management, internal marketing sessions, assistance with support to setup, training for managers, training for staff groups. (An early project team meeting with you would decide the best allocation of time among these headings.)

 

Online user supports and helpdesk support indefinitely (business hours are guaranteed, out of hours depends on availability of our support staff).

Implementation commenced within one week and completed within six weeks of a 'go-ahead' from you.

All amounts quoted include GST.

 

All quoted amounts are incremented on July 1 of each year. These increments are tied to the increment used by DHS in its unit pricing of CSOs. Where this increment amount is unavailable for a period of time, a figure of 3% is used.

 

We are unable to compromise the integrity of our status as independent advisers for the internal aims of any organisation.

 

We request that if you should decommission of any software with our brand attached to it in the future, that this be done in a planned way, without undue disruption to managers and users.

 

In all of our developments, we provide functionality, features and benefits, but cannot provide advice regarding coding and other technical aspects that might result in risks to our market competitiveness.
